Mrs. Harper (fl. 2001) was a mortal, wife of Mr. Harper and father of Justin. She and her husband attended the Harper family annual barbecue in the summer of 2001, where Justin wanted them to meet his girlfriend, Prue Halliwell, as well as his high school friend Piper and their sister, Phoebe. However, Prue decided against going.[1]
